Rebecca Brookes, MPH

Rebecca serves as the Executive Director of CTRC. Her expertise in digital health, health IT, workforce strategy, program governance, and federally funded initiatives directly supports CTRC’s work to help providers adopt, sustain, and scale telehealth and digital health services. As Executive Director, Rebecca brings 10 years of healthcare experience and provides strategic oversight for CTRC operations. In addition, she leads Workforce Development and HCCN Programs for OCHIN. She brings extensive experience leading workforce transformation initiatives, managing OCHIN’s HRSA‑funded HCCN program (the largest in the nation), and supporting large‑scale, cross‑sector collaborations across the healthcare safety net. Her leadership role within the HCCN program position her to strengthen CTRC’s statewide and national partnerships, and ensure continued alignment with HRSA priorities. She will focus on integrating workforce and digital health strategies, supporting high‑impact technical assistance, and advancing access to telehealth and digital care models for rural and underserved communities.
