Emilia Ochoa-Ruiz, MS, PMP

Emilia Ochoa-Ruiz brings over 18 years of experience in healthcare, spanning clinical informatics, interoperability, and digital health transformation. Before joining the California Telehealth Resource Center, Emilia served as Manager of Data Standards and Interoperability at Sharp HealthCare, where she led enterprise-wide initiatives that enhanced data exchange and governance, improved clinical workflows, and supported the transition to the Epic electronic medical record system. A recognized leader in telehealth innovation, Emilia helped design and implement virtual care programs well before the COVID-19 pandemic—strategically positioning her organization to expand these services when patients and providers needed them most. Her work continues to focus on advancing access to care, strengthening digital infrastructure, and fostering provider and patient adoption across California’s communities. With a foundation in nutrition and health coaching, Emilia brings a holistic perspective to healthcare delivery—emphasizing preventive care, wellness, and the importance of meeting patients where they are. This background complements her informatics and leadership expertise, reinforcing her commitment to whole-person, technology-enabled care. Emilia holds a MS in Exercise Physiology and Nutrition and a BS in Biology with a minor in Sociology. She is a certified Project Management Professional (PMP) and a Lean Six Sigma Yellow Belt. As CTRC’s Manager, Emilia applies her expertise in informatics, healthcare information technologies project management, and stakeholder engagement to empower healthcare organizations statewide. She is dedicated to helping providers deliver high-quality, accessible, and sustainable telehealth services that improve outcomes for all Californians.
